Welcome to the City of Dover’s Online Payment Portal
The City of Dover provides secure online payment options to pay property taxes, water and sewer bills, motor vehicle registrations, dog licenses and parking fines, among others. A convenience fee is charged by the payment processor to process the online transaction. Please note, the payment options and associated transaction fee may vary depending service is being paid.
PROPERTY TAXES
To pay your bill, search for your bill using your name, address or parcel number under the "Real Property Tax" underneath the "Online-Payments" drop-down menu as pictured below. Payment of property tax bills is only available for current year tax bills and is not available for properties with a prior year’s tax lien. The payment processing company charges a fee to complete an online transaction. For credit card payments, the fee is 2.5% of the payment. For electronic check payments (ACH), there is a fee of $1. Credit cards accepted include Mastercard and Visa. Discover and American Express are not accepted.

Utility bills for water and sewer, as well as utility bill records searches can be completed by clicking the "online-payments" menu on our eGovern payment portal and selecting "Utility Billing" from the list of options, as pictured below. To make payments, customers must provide their Service ID number, or SID, found at the top right of their bill. The payment processing company charges a fee to complete an online transaction. For credit card payments or electronic check (ACH) payment, the fee is $6.95. Credit cards accepted include Mastercard and Visa. Discover and American Express are not accepted.

MISCELLANEOUS BILLING AND PAYMENT
A number of other bills can be paid online, including impact fees, inspection fees, McConnell Center rent, the city's bag and tag program, and many more. To pay these bills online, please have your account information available, including invoice and/or vendor numbers. The payment processing company charges a fee to complete an online transaction. For credit card payments, the fee is 2.5% of the payment. For electronic check payments (ACH), the fee is $1. Credit cards accepted include Mastercard and Visa. Discover and American Express are not accepted.
