Teachers contract, local emergency operations plan on Council agenda

The City Council will consider approving the Dover Teachers’ Union collective bargaining agreement and adopting the city’s local emergency operations plan at its Wednesday, Aug. 12, 2026 meeting. View the posted agenda.

The School Board approved the 1-year DTU contract at its July 13, 2026 meeting, during which Superintendent Christine Boston said the agreement would allow the staggering of future bargaining contracts rather than all occurring in the same year. The School Board has already begun negotiations with the DTU for a 3-year contract covering the 2028 fiscal year. The pending DTU agreement would be in effect from July 1, 2026 to June 30, 2027.

Following the Aug. 5 workshop this week on the topic, the City Council will consider the approval and adoption of the City of Dover’s Local Emergency Operations Plan (LEOP). The plan provides a scalable system for coordinating city departments, mutual aid partners, community organizations, and available resources during natural, human-caused, technological, public health, and other emergency incidents. This plan is intended to support the protection of life and property, the continuity of essential services, effective public information, resource coordination, and a timely transition from response to recovery, according to the background materials.

The City Council will also consider authorizing the award of the contract for Littleworth Road water and sewer improvements to GVC Construction, Inc., of Lunenburg, Massachusetts, in the amount of $2,762,845. This project would include installing a new water main, services, and hydrants on Littleworth Road from Columbus Avenue to Old Littleworth Road and along Old Littleworth Road; installing a new sanitary sewer system and service on Old Littleworth Road, from Littleworth Road to Chandler Way; and the reclamation and paving of Old Littleworth Road.

At the beginning of the meeting, the City Council will hold two public hearings on pending resolutions. One is on the agreement of payment in lieu of taxes for a solar power generation facility on Crosby Road. The other is for the acceptance and expenditure of a New Hampshire Office of Highway Safety Grant.

Also on the agenda are pending resolutions that would approve or authorize:

A lease renewal with New Hampshire Fish and Game for public access of Barbadoes Pond
Lot restoration at 3 Beech Road
The purchase of library books and media
Awarding the bid for ADA door installation at the indoor pool and ice rinks
Purchase of a Bobcat compact track loader

The meeting will be televised on DoverTV (Xfinity channel 22 and Breezeline channel 9010). It will also be broadcast on the city's new streaming platform.
