The City Council will have a workshop and a regular meeting on Wednesday, Oct. 28. The workshop is at 6 p.m., followed by the meeting at 7 p.m.

The workshop session will focus on the proposed revisions to the curbside waste collection ordinance, Chapter 145. The Council is expected to vote on the revisions at the meeting where the Council will hold a third reading of the ordinance.

The City Council tabled the ordinance changes at its Oct. 14 meeting to seek more information on the feasibility extending the curbside toter collection to properties with more than three residential housing units. Once approved, the ordinance would take effect on July 1, 2027, when the new contract with Waste Management begins and all curbside collection shifts from the current bag-and-tag system to toter collection.

The City Council will hold a public hearing and subsequent vote on approving a charitable trust fund for the 9/11 memorial, and accepting the memorial itself.

The charitable trust fund includes an initial funding of $25,000 from the Dover Firefighters Charitable Association, which will also transfer ownership of the downtown memorial unveiled on Sept. 11, 2026, to the City of Dover upon the approval of the resolution.

Also on the agenda are resolutions that would authorize:

  • Awarding the bid for the segregation and recycling of construction and demolition debris to Wheelabrator Holdco 1 Inc., of Portsmouth for a one-year contract, with the option to extend two additional years.
  • Payment of $71,575 to S.U.R. Construction, Inc., of Rochester for additional work performed for the downtown pedestrian improvements related to drainage work and sidewalk repairs and restoration not included in the original scope of work.
  • Awarding the engineering-design services for the Horne Street Neighborhood Reconstruction Project to Woodard & Curran for $234,287. The infrastructure improvements will include reconstructing the road and repairing or replacing the underground utilities such as stormwater drainage, sewer, and water main, sidewalk improvements, ADA accessibility improvements and evaluation of traffic calming measures.
  • Authorizing an additional scope of work for the waterfront project to Northeast Earth Mechanics, LLC of Pittsfield for $48,218 to stabilize and improve Towne Drive to maintain access to the dredge cell. The improvements to Towne Drive will also serve as an alternative access route between Washington Street and Henry Law Avenue when Payne Street is closed during the ongoing Henry Law Avenue and Payne Street reconstruction project.
  • The revisions to the welfare guidelines that include aligning municipal standards with recently enacted state legislative mandates, preparing the department for seasonal winter assistance demands, and establishing procedural consistency with neighboring Tri-City welfare departments.

The City Council will also hold a first reading of the three resolutions related to the FY28-33 Capital Improvements Program and schedule a public hearing for these resolutions at its Wednesday, Nov. 18 meeting, with a vote to occur at its Wednesday, Dec. 9 meeting. The resolutions include adopting the six-year document, approving FY28 capital reserve fund appropriations for non-debt-financed projects, and authorizing appropriation and bonding for FY28 debt-financed projects.
