Real estate appraisal, paving contract on Council’s agenda

The City Council meets next on Wednesday, Aug. 26, 2026, for a regular meeting.

At the meeting, the Council will take up authorizing the annual appraisal of real estate for fiscal year 2027 (tax year 2026). The City Council held two public hearings for this resolution at its July 8 and July 22 meetings.

The City Council will also consider awarding a paving contract to Continental Paving, Inc., for $800,915. The contract will target six streets that need a full-depth reclamation and pavement overlay. Reclamation is the process of grinding the pavement in place and mixing it with the existing base material to improve the strength of the base and shaped to improve drainage. This paving contract is addition to the one awarded in April for the 2026 street paving program.

Also on the agenda are resolutions authorizing:

• The contract for hydraulic modeling of the city’s sanitary sewer system to Woodard and Curran for $300,000
• Underwood Engineers for construction engineering services for the Littleworth Road and Old Littleworth Road utility improvements for $150,000
• Formal acceptance of Mineral Park Drive, Pleasant View Circle, and Hampshire Circle as public streets, codifying what has been in place for more than 70 years
• Amendments to the Transportation Advisory Committee, Energy Commission and Dover Arts Commission operating rules

The meeting will begin with a proclamation for Constitution Week and National Service Dog Month.

The meeting will be held in City Hall’s Council Chambers beginning at 7 p.m. It will be televised on DoverTV (Xfinity channel 22 and Breezeline channel 9010). It will also be broadcast on the city's new streaming platform.
