Council workshop to focus on switch to trash toters, water system

The City Council will hold a workshop session on Wednesday, Sept. 2, 2026, starting at 7 p.m. in City Hall Chambers.

The Council will receive updates on the city’s conversion from the current curbside collection of pay-as-you-throw trash bags to using toters for trash and recycling. The new toter system will begin on July 1, 2027, when the city’s curbside trash and recycling contractor, Waste Management, will use robotic arms on collection trucks to empty the contents. The update will include a review of a draft ordinance on the use of toters, which has been endorsed by the Solid Waste Advisory Committee. The current timetable for adopting the ordinance change would begin at the City Council’s Sept. 9, 2026 meeting with a first reading of the ordinance, followed by a public hearing and a possible ratification vote at the City Council’s Sept. 23, 2026 meeting.

The City Council will also receive an update on the public water system, including a discussion on aquifer levels, affects from the ongoing drought, and the recent call for voluntary water conservation.

The meeting will be held in City Hall’s Council Chambers beginning at 7 p.m. It will be televised on DoverTV (Xfinity channel 22 and Breezeline channel 9010). It will also be broadcast on the city's new streaming platform.
