City Manager J. Michael Joyal Jr. will present the proposed FY2028-2033 Capital Improvements Program (CIP) to the City Council and Planning Board at a joint workshop on Wednesday, Oct. 7. The joint session begins at 7 p.m. in the Council Conference Room at City Hall.  

After the CIP is presented, the Planning Board and City Council will conduct their own review of the proposed CIP, which outlines $243,018,282 in total overall project funding over six years. The Planning Board reviews the CIP to ensure the proposed projects are based upon priorities established in the Master Plan. The Planning Board will review the CIP on Oct. 13 and Oct. 27.  Following the Planning Board’s input, the City Council will hold its review and public hearings. The City Council is expected to refer the CIP to a public hearing on Oct. 28. A final vote to adopt the CIP is scheduled for Dec. 9.

The City Council’s CIP adoption process includes three resolutions: adopting the six-year document, approving FY28 capital reserve fund appropriations for non-debt-financed projects, and authorizing appropriation and bonding for FY28 debt-financed projects. The CIP’s first-year projects and appropriations will become part of the FY28 municipal budget that the city manager will present to the City Council in February. While the City Council will vote to adopt the entire six-year plan, it will approve funding only for the first year of the program: $30,645,418 for FY2028, as proposed.

The CIP prioritizes all capital spending of $25,000 or more for items with a useful life of three years or longer. It includes cost estimates, recommended project schedules, and financing methods, including debt financing, the annual operating budget, capital reserve funds, and grant funding. The CIP is the first step in preparing the annual municipal budget. The Capital Improvements Program webpage will be updated with the proposed FY2028-2033 CIP after the Oct. 7 presentation. Physical copies will also be available at the Planning Department’s office in City Hall and the Dover Public Library.
