The Land Use Chapter seeks to provide a clear future land use strategy and roadmap, guiding future growth and development while preserving Dover's valued resources.
The Future Land Use Map visually represents the city’s future land use strategy and illustrates where and how land use will be guided and shaped.
After reviewing the draft map, we want to hear from you what you value most about your neighborhood, what Dover should preserve or strengthen, and where change or improvement is especially important on the map.

Planning staff are working alongside the project Steering Committee and our consultant partner, Resilience Planning and Design, to draft the chapter and will be looking for this feedback to guide the Future Land Use Map and the overall chapter. A draft of the chapter is expected to be presented to the Planning Board, with a public hearing, in November 2025.
