The City of Dover utilizes an online permitting system to streamline the process of applying for and renewing permits and licenses, submitting construction plans, and scheduling inspections.

Available 24 hours a day, the city's portal for permits, plans, and licensing at https://permits.dover.nh.gov allows customers to utilize the system without entering a municipal building. The portal has about 60 applications for permits, plans, and business licenses, ranging from driveway permits to health licenses. Customers can view the status of their application at any time, pay fees online, receive email alerts when a permit or license is issued, and download that permit or license from the site. The online process ensures timely review and processing of incoming permits.

Beginning July 1, 2023, the city now charges a “permit input fee” to cover the administrative cost for customers who seek to have city staff input permit data into the portal. The charge is $40 an hour, prorated to the actual time to input the information into the system. The fee was instituted by the City Council when it adopted the FY2024 budget and accompanying schedule of fees. Manual entry of permits may extend the review and processing times.
