Covid19 Services

Following the Governor’s declaration of a State of Emergency for New Hampshire due to the COVID-19 coronavirus, and in accordance with guidelines from state and federal health officials, including the Centers for Disease Control and Prevention, City of Dover facilities are closed to public access until further notice. City staff will transition to a customer service model that utilizes remote and online public access. City staff will continue to report to work and will be available to respond to the public by phone or email.

Many city services are available by phone, online and via email.

Report an Issue

The City of Dover’s online Service Request Portal can be used to initiate a variety of service-related requests.  To begin a service request, visit https://service.dover.nh.gov/RequestPortal.

Billing and Payments

Payments for water and utility bills and property taxes can be mailed to the City Clerk and Tax Collector Office at the address above. In addition, payments can be dropped off at the drop box, located at Locust Street entrance to City Hall, during normal business hours.

Motor Vehicle Registrations

Motor vehicle registrations are available online. To register online, visit the online portal at https://www.eb2gov.com/scripts/eb2gov.dll/ereg/main?towncode=904.

Renewal notices for April registrations will be mailed March 19. While City Hall is closed, motorists registering online will not be charged the transaction fee of $1.50. A mailing fee of 50 cents and credit card processing fee still apply.

Residents can also register by mail or by using the drop box.

The State of New Hampshire has extended 20-day plates to help reduce the number of people visiting NH Division of Motor Vehicles locations. NH DMV 20-day plates, as well as authorized 20-day dealer plates, issued on or after March 1, 2020, will be automatically extended through April 30.

Dog Licenses

Payment for dog licenses can be made online. Visit https://www.eb2gov.com/scripts/eb2gov.dll/Dogs/Main?towncode=904&source=DL%20target=. All dogs must be licensed by April 30 to avoid a late fee. The cost for a male or female dog is $10, a neutered male or spayed female dog is $7.50 and puppies (3-7 months) are $7.50 for first licensing. Residents 65 years of age or older may license one dog for $3. Additional licenses require regular fees. The City Clerk's office requires proof of rabies information and a certificate of spaying or neutering.

Vital Records

Vital records such as marriage licenses and birth and death certificates can be accessed via the State of New Hampshire’s online portal at vitalchek.com. Requests can still be mailed to City Hall at the address above. Payment must be included. For more information about vital records, contact the City Clerk’s Office at 516-6018.

Assessing

Ongoing property inspections will occur on the exterior of a home or building. Assessing staff will inform the property owner with a knock on the door and will maintain six feet of separation from the property owner. No interior inspections are currently scheduled.

Property owners seeking tax exemptions or credits such as the Veteran’s tax credit and elderly exemption are asked to contact the Assessing Office at 516-6014 or email at CityAssessors@dover.nh.gov.  Staff will work to get the application submitted prior to the April 15 deadline and, as necessary, follow up for additional information. Applications for credits and exemptions can be mailed in to the Tax Assessing office at the address above or dropped off at the City Hall drop box.

Fire, rescue and medical response

Dover Fire Chief Paul Haas, who also serves as the city's Emergency Management Director, is reminding the community that fire, rescue and emergency medical staff remain ready and continue to respond to emergencies and public safety calls.

Dover Fire and Rescue is doing its part to help prevent or slow the spread of the COVID-19 coronavirus by following state and federal guidelines for public safety agencies. Among the precautions in place include restricted access to essential personnel only at Dover's three fire stations. Residents are encouraged to call the department's general business line at 603-516-6148. As always, for emergencies, dial 9-1-1.

For specific questions about COVID-19, dial the state's dedicated hotline at 2-1-1.

Haas also pointed out that firefighters may be wearing additional personal protective equipment (PPE) when responding to calls. In addition, emergency responses may require additional precautions intended to protect the safety of first responders.

“My two priorities are the health and safety of our first responders, and the well-being of our community members," Haas said. "One can’t exist without the other. To ensure that our Firefighter/EMTs remain healthy throughout the duration of this health crisis, you might see them wearing additional protective equipment on most medical calls, and we will most likely have our patients wear a surgical mask, regardless of the type of call. Whenever possible, we will try to observe the six-foot distancing rules during initial contact with some patients, as suggested by the CDC. This is to ensure that our first responders remain healthy as we continue to respond to the emergency needs of our citizens.”

If emergency fire or medical services are needed, residents should inform the 911 dispatcher if they or anyone they have been in contact with is experiencing signs and symptoms consistent with the COVID-19 virus. The dispatcher should also be alerted if individuals or anyone they live with or have come in contact with have been required to self-quarantine.

Haas is reminding everyone to follow the latest guidelines from the Centers for Disease Control and Prevention, and state officials, to help slow the spread of COVID-19. These guidelines include practicing social distancing by remaining at least six feet away from others; staying home if you're sick; staying home if you're at high risk; self-isolating if you have a fever, aches, a cough, or sore throat; and working from home if you can.

Inspection Services

As of the close of business on March 17, no new work will be reviewed or permitted. Ongoing projects will be evaluated on a case-by-case basis. For questions about current projects, call Inspection Services at 516-6038 or by email at dover-inspections@dover.nh.gov.

Previously scheduled inspections will be evaluated. If an inspection is to be postponed, the affected individuals will be contacted by Inspection Services.

New business inspections are postponed.  

Restaurant and health inspections will continue, as determined by the City Health Inspector.  

Code enforcement issues will be followed up on a case-by-case basis.

Certificates of Occupancy/Completion

Inspection Services will alert Planning staff when a certificate of occupancy is requested. Planning staff will reply via email to acknowledge the certificate.

Burn Permits

Burn permits are available online at nhfirepermit.com.

Recreation Department, Parks and Recreational areas

All Recreation facilities are closed until further notice.

In addition, the city has restricted activity at all parks and outdoor recreational areas.

In accordance with federal and state guidelines limiting groups to no more than 10, and recognizing that increased occurrences of community spread of the COVID-19 coronavirus have been documented throughout the region, the city is taking the proactive step of limiting activities in its public parks, playgrounds and outdoor sports areas strictly to walking or running for fresh air or exercise, as permitted in Gov. Chris Sununu’s Emergency Order #17.

Residents and families are reminded to practice physical distancing with their children and follow guidelines from state and local health officials intended to curb community spread, including:

  • Do not gather in groups of 10 or more in accordance with Gov. Sununu's emergency order on March 23.
  • Maintain 6 feet of distance from other people at all times.
  • Avoid touching surfaces including playground equipment, benches or other sports equipment that are handled by others.
  • Do not participate in activities involving physical contact or the sharing of equipment such as team and contact sports.

Although parks and trails will remain accessible for walking or running, all other activities at these sites are no longer permitted until further notice. And a reminder that no infrastructure or equipment is being cleaned or wiped down.

Public Welfare

Public Welfare can be reached by phone at 516-6500.

Cal the office to set up an appointment. Interviews may also be conducted over the phone, instead of in person. Necessary paperwork can be mailed to the office at Dover Public Welfare, 61 Locust St., Dover, NH 03820, faxed to the office or placed under the office door.

Some forms are available online at the Public Welfare website.

Those eligible for welfare benefits must still qualify financially and apply to other programs for which they are eligible.

Ongoing cases will be notified by phone, if possible.

Purchasing

Bids will continue to be posted online at https://www.dover.nh.gov/government/city-operations/finance/bids/index.html. While city facilities are closed, mandatory pre-bid meetings may be conducted online or not at all.

Parking Tickets

Parking violations and citations can be paid online at https://citations.dover.nh.gov/. Checks may be mailed to address on the violation envelope. Do not mail cash.

Exact cash payments or checks may be dropped off at the Dover Police Station, 46 Chestnut St., 24 hours a day, seven days a week. No change is available at this location. 

Payment by check may also be left in the drop box in the lobby of the City Hall Customer Service Center, 8 a.m. to 4 p.m., Monday through Friday.

Parking permits

For new permits, contact the Parking Bureau at 516-6132 or parking@dover.nh.gov.

Checks for parking permit renewals can be mailed to the City of Dover Parking Bureau, 46 Locust St., Dover, NH 03820. Payment may also be left in the drop box in the lobby of the City Hall Customer Service Center, 8 a.m. to 4 p.m., Monday through Friday. Permit stickers will be mailed to the permit holder. Please be sure to include your contact information on the envelope.

Renewals should be made at least one week in advance of expiration.

Report a crime not in progress

Crimes that occur in Dover, are not an emergency, are not in progress and have not resulted in injury can be reported online at http://www.dovernhcrimeline.org/policereporting/. Call 9-1-1 to report an emergency.

Fingerprinting

While the public is being urged to limit person-to-person contact, public fingerprinting is not available.

Recycling Center

The Recycling Center on Mast Road will remain open during regular hours. Staff at the Recycling Center will follow guidelines for social distancing.

Curbside trash and recycling pick-up remains on a regular schedule.

Recycling Bins

Residents and businesses can arrange to pay for and pick up recycling bins by calling Community Services at 516-6450.

Water Meter Replacements

The water meter replacement program will be on hold until further notice. For more information, contact the Water and Sewer Billing Office at 516-6028 or dover-utilitybilling@dover.nh.gov.

Public Library

The Library's bookdrops are closed. Patrons should keep borrowed items at home, to be returned after the library reopens. Any items currently on hold will remain on hold until the library reopens.

Library staff will still be on duty in the building from 9 a.m. to 5 p.m., Monday through Friday. During that time, staff is available to answer phone calls at 60-516-6050 and email at libraryquestions@dover.nh.gov. Library staff can also provide guidance on how to access the  library’s online resources via the library’s website, http://library.dover.nh.gov, such as downloadable books, streaming movies, and digital magazines. Most library databases are also available online with your library card.

If a person would like to obtain a library card in order to access these remote resources, applications are available at the library’s website https://www.dover.nh.gov/government/city-operations/library/how-do-i/library-services.html#library-cards. Email the completed form to libraryquestions@dover.nh.gov, along with a picture of your driver’s license showing a Dover address. (If your driver’s license does not show a Dover address but you are a current resident, you must also submit additional information.) Call the library at 603-516-6050 for details on what else is needed. Library staff will contact you within 48 hours with your new library card borrower’s number.

If your library card has expired, call the library at 603-516-6050 for a renewal extension. We want everyone to be able to access the online library resources they need at this time.

Plans requiring Planning Board review

No new applications will be accepted before April 6. Revisions to existing plans can be sent by mail or email to the Planning Department, after contacting City Planner Donna Benton at either 516-6008 or d.benton@dover.nh.gov.

Businesses seeking assistance are encouraged to contact the Office of Economic Development at 516-6043. On March 18, 2020, SBA’s Administrator approved Gov. Chris Sununu’s request for an SBA disaster declaration. This approval allows small businesses to apply for Economic Injury Disaster Loans. Small Businesses from all counties will now be able to apply online, send email or call (800) 877-8339.

If your business faces a potential layoff, the State of New Hampshire offers services through its Rapid Response program. Rapid Response is a comprehensive, collaborative and immediate initiative to respond to and mitigate layoffs and closures. Rapid Response benefits both employers and employees through services  to workers who are laid off, as well as layoff aversion information for businesses.

The State of New Hampshire offers a number of services for employees who have been laid off. New Hampshire Employment Security has a list of available services. Individuals will need to file for unemployment each week of temporary unemployment and this can and should be done online or by calling 603-271-7700.

Dover lenders available to help with Paycheck Protection Program

The Paycheck Protection Program, created as part of the CARES Act relief bill signed into law March 27, ensures that small businesses can continue to pay employees and cover certain costs during the health crisis caused by the COVID-19 coronavirus. The Paycheck Protection Program is a loan designed to provide a direct incentive for small businesses to keep their workers on the payroll. The Small Business Administration will forgive loans if all employees are kept on the payroll for eight weeks and the money is used for payroll, rent, mortgage interest, or utilities.

Who is eligible?

All businesses - including nonprofits, veterans organizations, sole proprietorships, self-employed individuals, and independent contractors - with 500 or fewer employees may apply. Businesses in certain industries can have more than 500 employees if they meet the SBA's size standards for those industries.

Loan details:

Loans of up to $10 million can be used to cover payroll, paid sick leave for which you are not receiving a tax credit under the Families First Coronavirus Response Act, insurance premiums, rent, utilities, and mortgage interest payments.

If you retain your full staff and payroll, and use the loan proceeds on payroll and other eligible expenses, all of your loan will be 100 percent forgiven.

A number of local lenders in Dover are now available to process loan applications, which became available April 3.
