Court Street & Union Street Reconstruction Project

The City of Dover has targeted Court Street and Union Street for street reconstruction due to underground utilities, drainage concerns and roadway/sidewalk conditions.

The City solicited a request for qualifications in the Spring of 2021 from civil engineering firms for consulting design services to assist in the investigative and design work associated with the project. On June 22, 2021, the City Council accepted the proposal from Wright-Pierce of Portsmouth consulting design services, authorizing expenditures up to $305,371. The firm will evaluate existing utilities before design to confirm their condition and location, allowing the City to reuse utilities in good condition.

The City's goal is to reconstruct the roadway and sidewalks as part of the utility upgrades, including extending Court Street's sidewalk from South Pine Street to Hubbard Road. The engineering firm will also evaluate the intersection of Back Road/Court Street/Middle Road to identify opportunities to increase motorists, bicyclists, and pedestrians' safety. Design began in Summer 2021. The goal is to have complete design and specifications for the project for construction bidding in early 2022, with construction to occur during the 2022/2023 construction seasons.
