The City of Dover encourages the public to signup for email alerts to know when a parking ban is declared. Anyone who previously signed up for text/phone alerts will not receive them.

To receive email alerts, visit https://bit.ly/doverdownload and add "Parking Ban Alerts" to your email subscriptions. When a parking ban is declared, the City of Dover will send an email similar to this one with the parking ban specifics. Those who previously subscribed for email alerts do not have to take any action.

Text and phone alerts are not available due to an outage affecting CodeRED, the city’s third-party vendor. This issue is entirely with CodeRED’s systems, not the City of Dover. Anyone who previously signed up for CodeRED phone or text alerts will not receive winter parking ban notifications at this time.

The City of Dover anticipates declaring a winter parking ban tomorrow, Tuesday, Dec. 2. The National Weather Service has issued a winter storm warning in effect from 8 a.m. Tuesday, Dec. 2, through 4 a.m. Wednesday, Dec. 3. Public is responsible to know when parking bans are in effect

The City of Dover utilizes as-needed winter parking bans, which can occur during a winter storm and/or afterwards for storm cleanup. Vehicles must be off city streets, sidewalks, and specific public lots when a parking ban is in effect.

It is the public's responsibility to know when a parking ban is in effect. Violators should expect their vehicles towed and stored at the vehicle owner's expense, per city ordinance.

Parking bans downtown often start later

A parking ban is typically declared by 3 p.m., and often start at 8 a.m. (but could be sooner or later depending on the storm), except for a section of downtown, which usually starts at 1 a.m. (but could also start sooner).

Apartment building owners are encouraged to alert all tenants about announced parking bans. Tenants are encouraged to sign up for parking alerts. 

When a ban is in effect, parking is prohibited on:

  • City streets, sidewalks or adjacent public parking areas.  
  • Third Street and Belknap parking lots, and Orchard Street lot public parking spaces. 

Limited parking is allowed on:

  • The Fourth Street lot’s outside non-permit spaces only. Look for signs. 
  • The two outermost rows of the Library lot, facing either Locust Street or Atkinson Street. No parking is allowed in the center of the lot or the ends closest to Nelson Street or the McConnell Center.
  • The first two floors of the Orchard Street Parking Garage, which requires paid parking at all times at $1.25 per hour. 
  • All non-permit spaces at the Dover Transportation Lot (marked by signs and white-lined parking spaces). Requires paid parking at all times: 50 cents per hour or $3 for 24 hours.

Seasonal winter parking restrictions

In addition to winter parking bans, there are several streets where seasonal winter parking restrictions are in place from Dec. 1 to April 1, regardless of the current weather conditions. These streets have signs posting the restrictions and do not allow parking at any time, day or night, between Dec. 1 and April 1.
