The Dover Utilities Commission and the City Council's Ordinance Committee will hold a joint meeting on Monday, July 10, to receive an update on the development of a stormwater and flood resilience utility. The joint meeting will be held at 6 p.m. in the Council Conference Room on the second floor of City Hall.

The city has contracted with Stantec Consulting Services, Inc., to assist the city in creating a fully developed plan for the utility that can be presented to the City Council by the end of the 2023 calendar year. Stantec’s update includes funding requirements, financial analysis, impervious area analysis, and stormwater fee structure and credits.

In 2022, the City Council adopted a resolution stating its intent to develop a stormwater and flood resilience utility to invest in and maintain the city’s public stormwater infrastructure. The creation of a utility was the recommendation of the Council’s ad-hoc Committee to Study Stormwater and Flood Resilience.
