Driving Dover

ATTENTION: Due to the forecast of snow beginning Tuesday, Dec. 2, 2025, a citywide parking ban will be in effect beginning at 8 p.m. tonight, Tuesday, and concluding Wednesday, Dec. 3 at 6 a.m. The ban will be in effect downtown on Wednesday, Dec. 3, from 1 a.m. to 6 a.m. only.

While in effect, parking is banned on:

  • City streets, sidewalks or adjacent public parking areas.
  • Third Street and Belknap parking lots, and Orchard Street lot public parking spaces.

While in effect, limited parking is allowed on:

  • The Fourth Street lot’s outside spaces only.
  • The two outermost rows of the Library lot, facing either the Greek Orthodox Church or Atkinson Street.
  • The first two floors of the Orchard Street Parking Garage, which require paid parking at all times, at $1.25 per hour.
    • Use the Flowbird pay-by-phone app to extend parking time remotely.
    • The top three floors of the garage are reserved for permit parking only.
    • If the parking garage is at capacity, the Transportation Center lot is available for off-street parking. The Transportation Center parking lot requires paid parking at all times. Paid parking is not allowed in permit-only spaces. A map showing public spaces can be viewed here.

Vehicles in violation of the parking ban and related restrictions may be fined and towed at the vehicle owner’s expense.

In addition to snow removal, the parking ban allows Community Services crews to treat the roads with salt and sand, and keep areas open for safe travel.

The National Weather Service has issued a Winter Storm Warning that is in effect for Dover through 4 a.m. Wednesday, Dec. 3. Heavy snow is expected, with total accumulations of between 6 and 9 inches.

Parking Bans

Veteran Parking

The City of Dover provides three hours of free parking per day in two specific locations for those with Veteran license plates, provided the vehicle is operated by the person who qualified for the specialized plate. Free parking is not applicable in spaces designed for electric vehicle charging. 

Those with Veteran license plates may use the following locations for free parking: 

  • Metered spaces in the Orchard Street parking garage.
  • Metered spaces in the Fourth Street parking lot.

Those with Purple Heart, Gold Star or Prisoner Of War license plates also have three hours of free parking per day at any meter spaced downtown, except spaces designed for electric vehicle charging.

Motorcycle Parking Rules

Motorcycles may share a parking stall, but each motorcycle must pay to park using the Pay by Plate meters or App.

Accessible Parking Regulations

Parking is free for 3 hours per day for vehicles properly displaying a valid accessible parking plate or placard when the person qualified for the plate or placard is going to or from the vehicle. Longer stays require paid parking through the meter or pay-by-phone Flowbird app after the third hour. Misuse of a placard by non-qualified persons is a $250 fine.
