The City Council is expected to vote on four on budget-related resolutions at its Wednesday, Aug. 27 meeting. The City Council held public hearings on these pending resolutions at its Aug. 12 meeting.
Two of the resolutions relate to the Dover High School Athletic Complex project.
One resolution rescinds debt authorization of $2.5 million approved by the City Council on Dec. 13, 2023, as part of the FY25-30 Capital Improvements Plan (CIP) for the project. The City Council authorized the total amount of city funds to be spent for the project, $18,037,000, at its June 25, 2025, meeting.
Another resolution transfers $1,740,571 from the School Department’s FY26 debt service line item to its School Facilities Capital Reserve fund. As part of the high school athletic complex authorization, the City Council appropriated the amount for the School Department’s debt service for the project in FY26. However, since the next opportunity for the city to issue debt for the project is in January 2026, the resulting first-year debt service will be in FY27.

The City Council will also hold public hearings and subsequent votes on resolutions that would authorize the city to assist the Dover Housing Authority to obtain grants to help fund the DHA's recovery house project at 7 Avon Ave.
Also on the agenda is a resolution that would authorize additional street paving work on Broadway as part of the Oak and Broadway water main replacement project for $280,217. The original scope of work called for repaving the trenches dug to install the new water main. However, the recent water breaks in the area caused extensive damage to the roadway subbase and undermined much of the roadway pavement, according to the resolution's background materials. If approved, the project contractor would grind and reclaim the pavement and subbase followed by curb-to-curb paving.
