The newly sworn-in City Council will hold its first workshop on Wednesday, Jan. 7, to receive updates on the progress of the 9/11 memorial and active public-private partnerships, including the Cochecho Waterfront project and the Littleworth Road redevelopment.
The 9/11 Memorial is planned to be installed on private property in the Cochecho Courtyard. Outgoing Mayor Robert Carrier, who has championed the project, has said the memorial will be ready for Sept. 11, 2026, the 25th anniversary of the 2001 terrorist attack.
The initial phase of the Cochecho Waterfront Development project, which broke ground in June 2023, is nearing completion. Tenants will begin moving into private development housing units in 2026. A second phase of private development is underway. Many of the public improvements to the 29-acre site are finished, with work ongoing in 2026 on the park, the park pavilion, and extending the granite toe wall that borders the river to the bulkhead area.

The Littleworth Road development began in 2022 when the City Council authorized the City Manager to enter into a land development agreement with a local developer. The agreement has been amended twice since, and the development’s first phase received Planning Board approval in September. The mixed-use development has non-residential and residential components. The agreement calls for the city to invest in public infrastructure to support the development, with the guaranteed tax assessed value of the development that is at least equal to the city’s infrastructure debt repayment.
