The City Council will hold a public hearing on the School Department’s portion of the proposed fiscal year 2027 budget at its Wednesday, Feb. 25 regular meeting.

The public hearing on all other portions of the budget is at the City Council’s Wednesday, March 11 meeting. The School Department’s budget, adopted by the School Board on Jan. 12, was presented to the City Council at its Feb. 18 workshop. At the Feb. 25 meeting, the Council will also hold public hearings on two related resolutions for the planned Dover Housing Authority recovery house on Avon Avenue. One resolution would authorize the city to be the applicant for a grant on behalf of DHA; the other is adopting an anti-displacement and relocation assistance plan, which is required to apply for that grant. Another public hearing will be on the FY2027 Community Development Block Grant action plan and expenditures of entitlement funds, which was unanimously recommended for passage by the Planning Board at its Jan. 13 meeting, following a public hearing. 

Also on the agenda is a resolution that would authorize the city to obtain two temporary easements that would allow the replacement of red-list bridge on Sixth Street near the Rochester border, the replacement of which was authorized in the FY2026 Capital Improvements Plan. There are also two resolutions to reprogram unexpended bond proceeds from completed projects to pending ones. The Council held public hearings on these resolutions at its Feb. 11 meeting.
