The City Council will hold eight public hearings on pending resolutions at the Council’s meeting on Wednesday, Oct. 11.

There are two public hearings on two pending changes to the Boards, Commissions and Committees ordinance. One is a proposal to dissolve the City Council’s ad-hoc Committee for Graffiti Management and create a permanent standing committee. The other is a minor change to the membership makeup of the Dover Business and Industrial Development Authority.

The City Council will hold eight public hearings on pending resolutions at the Council’s meeting on Wednesday, Oct. 11.

There are two public hearings on two pending changes to the Boards, Commissions and Committees ordinance. One is a proposal to dissolve the City Council’s ad-hoc Committee for Graffiti Management and create a permanent standing committee. The other is a minor change to the membership makeup of the Dover Business and Industrial Development Authority.

One public hearing regarding a number of proposed changes to the Vehicles and Traffic ordinance. Some of the proposed changes include:

  • Clarifying that non-electric vehicles cannot park in EV-designated spaces in the Orchard Street Parking Garage. A related amendment would impose a $100 fine for violations.
  • Clarifying the rules for parking in the McConnell Center lot.
  • Introducing new stop signs at the intersections of Cranbrook Lane and Old Rochester Road, Maplewood and Old Rochester Road, Emerald Lane and Littleworth Road, and Emerald Lane and Emerald Lane Circle.
  • Amendments to the No Parking section.

There are two public hearings on fiscal year 2024 appropriations. One is a budget amendment to appropriate an additional $40,100 to the city’s workers’ compensation fund. The other is an FY2024 Capital Improvements Program appropriation of $25,000 to replace the waste oil furnace used to recycle motor vehicle waste oil; the current one dates to 1985.

There are also public hearings on proposed changes to the city’s fine schedule, compensation to election workers, and imposing a special assessment on 4 Jackson Brook Terrace related to publicly funded emergency sewer improvements.

Also on the agenda are resolutions to:

  • Authorize and fund a sidewalk assessment study that would undertake a condition assessment of all the city’s sidewalks to support the sidewalk improvement program, similar to the pavement condition assessment.
  • Authorize capacity analysis of the New Rochester Road and Central Avenue sewer line north of Morin Street.
  • Award the bid contract to replace the Dover Ice Arena cooling tower that provides cooling for the refrigeration system for the ice rink for $61,890.
    Award the bid contract to replace the Dover Ice Arena’s rubber roof for $90,900.
