Mission Statement - Community Development Office
Create a viable urban environment through the improvement of housing and employment opportunities for low and moderate income people and through improving and/or expanding public facilities and services.
Major Service Responsibilities for the Community Development Office
- Review loan applications to the Housing & Economic Loan Programs. - Preparation of all closing documents and payment administration of all approved loans. - Prepare scope of work, solicit bids, prepare bid analysis/results, contracts and change orders and inspection reports of projects. - Develop annual CDBG grant application to HUD. - Solicit Community Development Grant proposals. - Verify compliance with Federal laws (Davis-Bacon Wage Rates) for all CDBG-funded projects. - Develop the annual Grantee Performance Report. - Create Annual Consolidated Plan Performance Report for HUD. - Monitor 30 to 50 outstanding loans, projects, and subrecipients.

Safe and secure housing for its residents reflects a community's quality of life. The cost of repairing and maintaining housing, however, is becoming unaffordable for an increasing number of people. The Dover Housing Rehabilitation Program can provide financial assistance for the repair and upgrade of housing units that are to be occupied by low or moderate income residents. If you need financial assistance to make necessary improvements to your home, or if you need favorable loan terms to finance the upgrade of rental units for low or moderate income tenants, this program can help.
Program Goals
• Provide safe and secure housing for low and moderate income residents. • Maintain Dover's existing housing stock by upgrading units to compliance with current codes and regulations. • Improve the safety of housing units by installing the most current life safety and fire protection features.
Eligible Applicants
• Homeowners with low or moderate income residents. • Landlords who rent to low or moderate income residents. • Non-profit corporations who provide housing to low or moderate income residents.
Allowable Projects
• Structural repairs • Furnace replacement • Insulation and other energy saving improvements • Electrical wiring and plumbing upgrades • Roof replacements • Septic systems • Fire sprinkler systems • Fire exits • Smoke detectors and fire alarms
Loan Criteria
• Interest: Fixed at time of commitment. Average interest has been 6%. Interest may be waived for very low income applicants. • Loan Amount: Up to $10,000 per dwelling unit. • Term: Will vary depending on income of the applicant, not to exceed 15 years. • Collateral: Secured position usually secondary to first mortgage holder. Local lending considerations will determine form and substance of security requirements. • Benefit: 70% of tenants of rental property or the applicant of a single family home must be low or moderate income.
Special Program Features
• Grants are available to handicapped persons who require structural modifications to remain in their residences. • Grants are available to occupants of single-family homes and interest free loans are available to landlords for the installation of life safety improvements.
Loan Program Income Guidelines

Household income shall include that received by all family members over 18 years of age who reside in the apartment/dwelling unit. this means all gross wages, salaries, commissions, pensions, rental income, interest in savings, unemployment insurance, alimony or support income, Aid for Dependent Children (AFDC), General Assistance Aid, Veteran's Disability or any other income obtained during the previous tax return year period, or the previous twelve months preceding the time of the program application date, whichever is lowest, and most accurate description of the household income.
Individuals residing in the apartment as boarders, renters, etc. and who pay the head of household, or spouse, or live-in partner compensation for the privilege of residing in the same dwelling unit---and who earn income---shall not be counted as the total household income.

Program Goals
• Increased employment opportunities for low and moderate income residents • Expansion of Dover's business community. • Improved appearance of commercial/industrial properties
Eligible Applicants
• Sole proprietorships. • Partnerships • Corporations • Expansion of existing businesses • Start-ups • Relocations
Allowable Projects
• Acquisitions of land and buildings • Construction and rehabilitation • Modernization of processes • Acquisition of equipment and machinery • Leasehold improvements • Job training • Working capital
Loan Criteria
• Interest: Fixed at time of commitment usually not to exceed 75% of prime • Loan Amount: Up to$50,000, not to exceed 25% of project costs. Exceptions for substantial benefit • Term: Flexible, up to 25 years. Tailored to economic life of financed assets • Collateral: Secured position usually secondary to first lien holder. Local lending considerations will determine form and substance of security requirements. • Benefit: At least 51% of jobs created or retained must be filled by low or moderate income residents • Financing Availability: Other financing must not be available for total project
