Winter Parking Restrictions


Parking is restricted on all public streets from December 1st to April 1st between 1 AM and 6 AM, regardless of the current weather. Overnight parking is available in most municipal lots during the winter months for those residents and visitors who do not have adequate off-street parking. As of January 16, 2013, the city no longer requires vehicles to display a permit for overnight parking in city controlled parking lots. This change will be evaluated for the remainder of the winter season to determine if it should become permanent.

ALL VEHICLES MUST ABIDE BY THE DAYTIME REGULATIONS OF THE PARKING LOT/AREA THEY ARE IN (meters, time limits, other restrictions):

Orchard Street Lot (metered starting at 9 am)
First Street Lot (metered starting at 9 am)
School Street Lot (metered starting at 9 am)
Portland Avenue Lot
Third Street Lot (metered starting at 9 am)
Fourth/Chestnut Street Lot (time limits starting at 8 am)
Library/McConnell Center Lot (time limits starting at 8 am)
Locust Street Lot (permit parking only starting at 8 am)
River Street (permit parking starting at 8 am)
Belknap Lot (metered starting at 9 am)
235 Central Avenue
Park Street Park (park users only during park hours)

DOVER TO ENACT EMERGENCY PARKING BAN IN THE DOWNTOWN TO SUPPLEMENT THE CITYWIDE WINTER PARKING BAN WHICH BEGINS DECEMBER 1st.

The city will enact an Emergency Parking Ban for the downtown area when needed to facilitate snow removal. The Emergency Parking Ban will be announced by 3:00 pm each evening to take effect at 1:00 am the following morning. When the Emergency Parking Ban is in effect, any car parked on a downtown street will be towed. Notification of the Emergency Parking Ban will be conducted through local media, the City of Dover web site, cable channel 22 as well as through an e-mail notification system. Restaurants, bars and other late night business are encouraged to sign up for the e-mail notification by contacting the Parking Bureau or by calling 516-2277.
