Community Policing and Outreach


In 1991 the Dover Police Department set out to develop comprehensive community policing plan and strategy. The foundation of our approach is the premise that the Police Department can not single-handedly fix all of the community’s safety and security concerns. Our approach is based on the philosophy that the police department will be more effective if it acts as a catalyst to bring together disparate community forces and works with them to find solutions to crime, drug and other community issues.

We have collaborated with the business community, the schools, the media, parents, youth, social service organizations, senior citizens, community leaders and other key elements of the community. We feel we have been more successful at policing in Dover because the public is working with us and, at the same time; the public is more accepting of solutions that they have been able to take part in.
