CIP - General Government

The General Government portion of the proposed fiscal years 2024-2029 Capital Improvement Program (CIP) totals $3,760,000 in FY2024. More information about the first-year requests can be found below. Refer to the CIP book a complete list of projects and descriptions proposed for fiscal years 2025 through 2029.

Capital Reserve – Infrastructure and Equipment

This project transfers funds from the operating budget into a reserve account to fund future projects and equipment to ensure adequate funding for facility and infrastructure upgrades without significant tax rate increases. Funding from this capital reserve will be used to promote resiliency by funding projects that prolong the life of the City of Dover's facilities and infrastructure. 

Cost: $1,325,000


Capital Reserve – Cemetery

This project transfers funds from the operating budget into a reserve account to fund future cemetery projects and equipment purchases. 

Cost: $125,000


General Facility Repairs and Updates

This project will fund ongoing improvements and upgrades needed to maintain the efficiency and effectiveness of Dover's municipal buildings. An example is the repairs and updates needed to the Mast Road public works facility, including roof repairs, gutter replacement, removing severe corrosion in the dedicated wash bay and reinforcement and replacing of the garage door.

Cost: $50,000

Chapel Restoration

This project repairs the Ricker Chapel, built in 1911. While the chapel could benefit from a complete renovation, this project allocates funding to weatherize and secure the space to aid in preventing further deterioration.

The slate roof needs to be repaired, and the masonry needs repointing and waterproofing of mortar joints. A structural engineer will be retained to look at the need to strengthen the building and review the bell tower, which may have structural damage in need of assessment and repair, before addressing the replacement of bricks and repointing as needed. Engineering review costs were included in the Facilities, Grounds and Cemetery building project.

Cost: $250,000

City Hall Restoration

This project will fund ongoing improvements and upgrades needed to maintain the efficiency and effectiveness of Dover’s City Hall. Work includes painting all public hallways/areas, addressing building/life safety code concerns, and improving the auditorium, focusing on the stage area.

Cost: $475,000


Inspection Services Addition

This project will determine how much space Inspection Services needs to operate at the North End Fire Station and then identify, design, and construct an addition to the fire station for Inspection Services. The Inspection Services' current space would be used by Fire and Rescue for administrative purposes.

Cost: $1,535,000
