City Manager's Evaluation Process
The City Manager, Michael Joyal, was hired by the City Council in June of 2005. Prior to becoming City Manager, Michael was the Assistant City Manager for the City of Dover since July of 1993.

Each year, the City Council compiles expectations for the City Manager for the upcoming year. In July of every year, the City Manager is evaluated on his performance for the past year based on these expectations set by Council.
